Pemberton Creek Plumbing, Where the Maps Run Out
Pemberton Creek is a large-lot pocket just north of I-4, between the interstate and Lake Thonotosassa, about 3.6 miles north-northeast of Seffner's crossroads. It mails as Seffner 33584 but sits inside the Thonotosassa census area, which is why one street can show either name. Streets include Pemberton Creek Dr, Pemberton View Dr, Pemberton Sage Ct and Martucci Rd.
County service maps show no county water area, no wastewater area and no county gravity sewer mains here. Which lots run on wells and septic tanks is not documented, and we do not assume it. The tract has a median build year of 1993, 35 percent mobile homes and 78 percent owner-occupied homes. The first thing we ask on any call is what your water bill, if any, looks like.
Zone AE at Four of Ten Sampled Addresses
Four of ten sampled Pemberton Creek addresses sit in FEMA Zone AE, at 41.5 to 49.9 feet. Soils are poorly drained Myakka and Immokalee sand with a spring water table near 12 inches, and one address maps to Winder fine sand that is frequently flooded. After Hurricane Milton in October 2024, news reports described crews taking about 60 residents and 12 pets out by boat and ATV, with up to four feet of water inside some homes.
Commissioners later voted to create a flooding task force covering Baker Creek, Pemberton Creek and Lake Thonotosassa. For plumbing, a flood-damaged heater, supply line or fixture is a replacement conversation, not a repair one. The note on water heaters in flood zones explains what elevating equipment means in practice.
What We Can Do in Pemberton Creek, Inside the House
Seven services that start at the water heater and the first valve in the house.
- Emergency Plumbing Repairs — After a flood we shut off water and power to the heater first, then document the damage for insurance.
- Plumbing Repairs — Soaked stops, shut-offs and supply lines get replaced one by one, each with its own line on the price.
- Plumbing Installation — New heaters and fixtures on AE-mapped lots can be set higher or relocated, and we price that separately.
- Leak Detection — With wet ground as the norm, we trust meter and pressure tests over damp spots to find a supply leak.
- Water Heater Repair & Replacement — Flood exposure makes elevation the first question for a replacement; flooded units are normally swapped, not repaired.
- Repiping (PEX) — For older or mobile homes only when pipe is failing; we repair parts first and quote a repipe on evidence.
- Drain Cleaning & Hydro Jetting — We clear drains inside the house; septic tanks and drainfields beyond the wall go to a septic contractor.
When the House Is Not on a County Line
Where no county service is mapped, the plumbing begins at the house: a pressure tank and pump on one side, a septic tank and field on the other, if that is what the property has. Pumps, tanks, septic pumping and drainfield work belong to specialists. We handle heaters, fixtures, supply lines, valves, leaks and the drains inside the walls.
A third of the tract is mobile homes, with low-slung lines and short supply runs, and our work there is done from below. Persistently wet sand also raises the odds of corroded buried lines. If a pipe lets go, the burst-pipe guide gives the first steps.
Pemberton Creek Streets Between I-4 and Lake Thonotosassa
Pemberton Creek has no published subdivision-level build years, so the streets below are listed by name and by what county records show nearby.
- Pemberton Creek Dr — The spine road of the neighborhood; one sampled address on it lies in a FEMA Zone AE flood zone.
- Pemberton View Dr — A sampled address on this street is mapped in Zone AE, one of the 4 AE addresses among the 10 sampled.
- Pemberton Sage Ct — A court with a plat label of Pemberton Creek Sub SE, where a sampled address falls in Zone AE.
- Pemberton Creek Subdivision Second Addition — A plat label from a Pemberton Creek Dr listing; the lot there sits in Zone AE on soil mapped as frequently flooded.
- Martucci Rd — Two sampled addresses fall in Zone X at 49 to 50 feet, higher than the AE addresses on Pemberton Creek Dr.
- Muck Pond Rd — A local road southeast of the main Pemberton Creek Dr spine, according to address geocoding.
Pemberton Creek Landmarks: I-4, Lake Thonotosassa and the Baker Creek Waterways
The interstate on the south and the lake on the north frame Pemberton Creek, with Baker Creek feeding the lake in between.
- Interstate 4 — The south edge of the area; Exit 10 is CR 579 and Exit 9 is I-75.
- Lake Thonotosassa — About 800 acres and the largest lake in the county, roughly 2.2 miles north of the neighborhood.
- Baker Creek and Baker Canal — In normal conditions water flows north through them into Lake Thonotosassa.
- Baker Creek Public Boat Ramp — A two-lane public ramp on Baker Creek that closes at night.
- Flint Creek water control structure — The north outlet of Lake Thonotosassa, the point where lake water leaves toward the river.
- Pemberton Creek Dr and Martucci Rd — Local roads that carry traffic in and out of the neighborhood.
- Seffner crossroads — Lenna Ave and MLK Boulevard meet 3.6 miles south-southwest, the nearest recognizable crossroads in Seffner.
Pemberton Creek Flood Zones, Poorly Drained Soil and the Milton Evacuation
Pemberton Creek is the lowest, wettest ground of the Seffner-mail neighborhoods, and the county's own records show it outside mapped utility areas.
- FEMA places 4 of 10 sampled Pemberton Creek addresses in Zone AE and 6 in Zone X, with elevations of 41.5 to 49.9 feet. A water heater, softener or panel on a slab at an AE address is in the mapped flood zone, so elevating equipment is a real planning question.
- About 60 residents and 12 pets were evacuated after Hurricane Milton, and some homes had up to 4 feet of water inside. Flood-damaged homes often need water heater, fixture and supply-line replacement, so post-flood plumbing inspections are a documented local need.
- None of 10 sampled points falls inside the county water, county wastewater or Tampa service-area polygons, and no county gravity mains were found in the area. Homes here are outside the mapped public system, so service questions start with which system the house is on before any drain work.
- 551 of the 1,590 units in the surrounding Census tract (34.7%) are mobile homes, rising to 42.8% in block group 1. Skirted, lower-slung lines and short supply runs shape repair and repiping scope, because most pipe is reached from under the floor.
- Mapped soils are poorly drained fine sands with a shallowest spring water table of about 12 inches, and one nearby point has 6 inches. Saturated ground raises the odds of corroded buried lines and slab-area moisture, which matters for leak detection.
- The tract's median build year is 1993, with 20.6% built before 1980 and 8.2% in 2020 or later. Newer rebuilds sit beside 1980s houses, so plumbing ages vary from one lot to the next and nothing can be assumed from a street name.

A submerged electric water heater is usually replaced, because floodwater reaches its elements, thermostat and wiring. Supply lines and fixtures that stayed dry may be fine, while soaked stops and shut-offs often need swapping. We inspect, photograph and price each item separately, which also helps with an insurance claim.
Turn off the main water valve, at the meter or at the pressure tank, and switch the water heater's breaker off so its elements are not energized if floodwater arrives. Know where both are before you need them. Shutting the main limits a burst or flooded fixture from adding water while you are away.
Tell us the street address. Mail goes to Seffner 33584, while the Census and some listings call the area Thonotosassa. It changes nothing for plumbing, but it does explain why maps and news stories about flooding name Pemberton Creek and Lake Thonotosassa rather than Seffner.
Start with any utility bills and your property paperwork; a well permit or septic record would be in your closing documents. County maps show no water or wastewater area here, but that is not proof for your lot. A neighbor with the same setup can help. We ask first and never guess.
